The Health Care Authority and Falling Colors as the ASO
These pages shall document the policies and procedures followed by the staff of the State of New Mexico’s Health Care Authority (HCA), referred herein as “Agency”, in managing the Administrative Service Organization (ASO) Service Agreement. This shall include the member agencies such as Human Services Department (BHSD), Children, Youth, and Families Department (CYFD), Early Childhood Education and Care Department (ECECD), Supreme Court Administration of Courts (AOC), Public Education Department (PED), Higher Education Department (HED), Corrections Department (CD), Department of Health (DOH), Developmental Disabilities Council (DDC), and Aging and Long-Term Services (ALTSD), referred herein as “Member Agencies”.

Administering ~$150 million annually in health and human service dollars
Contracting with 300+ providers annually
Tracking 2.8 million encounters for over 37,000 participants annually
Administering 60+ behavioral health programs; including integrated Substance Use Disorder and Mental Health programs
Offering end-to-end behavioral health administrative management: Contracting, payment processing, participant data collection, outcome tracking, service and claims collection and validation, burn rate management, financial reporting
